The Indian Institute of
Carpet Technology popularly known as IICT, the only of its kind in Asia, has
been set up by Ministry of Textiles, Govt. of India with the objective to
provide much needed support to Textile, Carpet and allied Industries. The
Institute started functioning from 2001.The main thrust areas of the Institute
are :
1.
Human Resource Development:
The institute has been providing quality professionals to the textile industry,
it has placed over 300 engineering graduates in the industry in last 15 years of
its existence, in last three years the number of engineers placed is 180. IICT
also trains artisans in various skills to develop the human resource for the
industry. In last three years around 5000 artisans/ trainees have been trained
through various training programmes like ISDS, CHCDS etc sponsored by o/o DC
(HC) / MOT / Govt. of India to enhance the skill in the sector.

Creation and Development

Technical Support Services to the Industry:
· Institute has been
providing continuous technical services to the industry through its various
laboratories such as CAD Lab, Design Studio, Physical & Chemical Labs & Carpet
Lab to fulfill their needs to compete with the global market.
·
IICT Laboratories
are NABL Accredited hence test reports are acceptable internationally.
· In last 3 years around 4696 services have been provided to the industry.
· Kaleen Bandhu: The forum for Industry – IICT Interface remained active through interactive programmes. Till now 15 members have taken members
The above initiatives could focus at process control and quality assurance with the aims to prevent products developed / exported from India from being rejected by the global market. Moreover, this portfolio enabled exporters to develop competency towards zero defect zero effect which signifies production with no defect and process having zero adverse environmental and ecological effects. in carpet and textile sectors to supplement Make in India.

Whether the objective set out for
the Autonomous Bodies (AB) is relevant at all in this context of policy changes
that are occurred. It would be appropriate if a brief note on the extant policy
is given and the AD’s submissions are in the context of the said brief note.
The objectives of the AB are still relevant as the industry still needs support in all the areas which are core areas of operations of the AB. The objectives are in conformance to the extant policy, and the changes whenever recommended, were implemented in the true spirit of the objectives of the AB.

Can the Department discharge the
functions which have been set out in the AB?
Yes , has been discharging its duties which have been set out in the AB.

Are there any other organization under
the Centre or State which is performing similar functions and whether any
possibility is there for merger and amalgamation of the organization?
This is a unique organization of its kind in the field, which is performing exclusively in the area of carpet and related textile technology. Hence, no possibility for such merger and amalgamation of the organization.
5. What is the staff strength and to what extent the AB is enabled and is ERP being explored or implemented in the AB ?
Against the 57 sanctioned
posts, the regular staff strength is 29 with need based regularization time to
time and outsourcing for rest 28 posts to comply the requirement of the
Institute & EFC guidelines respectively.
6. How many times have the User Charges being reviewed since the inception of the AB?
Since inception 3 times user charges have been reviewed through Executive Committee headed by Development commissioner (Handicrafts), MoT, GOI
7.
Are the User Charges commensurate to the cost of input involved in plan for
progressive reduction of Government support and self sustenance through internal
review generation?
The main user charges is Tuition fee from U.G. Students which is decided based on statutory direction from competent authority, not based on the cost or input involved like cost of pay & allowances for the staffs payable as per AICTE norms.. However, attempt to meet other recurring expenses is made from (internal revenue generation) to become self sustenance.
